Q: how can it be, that setting the dpi higher, does not resolute in a
higher file size in PDF2XPS (http://www.pdftron.com/pdf2xps)?

---------------------------------
A: DPI has an effect only in the rasterization mode (e.g. when some
page elements use some features that can’t be represented in XPS – an
example are PDF advanced shadings). In most cases device independent
elements such as text and paths are preserved in their vector form and
DPI has no effect on them (or on the file size).

--norender parameter is used to disable the above mentioned
simulations in XPS. Using this parameter may have positive effect on
the file size, however it does not guarantee visual accuracy after PDF
to XPS conversion.
