Both outside faucets have no water when opening them, but water works inside. In a modern 25 yr old neighborhood house, is it common have a separate on-off valve for outside water?

It is not uncommon for a house to have separate shut-off valves for the inside and outside water supply.

These valves are typically located near the main water supply line and are used to control the flow of water to different parts of the house or to specific fixtures such as outside faucets. It's possible that the shut-off valve for the outside faucets is not fully open or that it is malfunctioning. You can check the valve to see if it is open by turning the handle clockwise. If it is open and the outside faucets still don't have water, it may be that there is a problem with the plumbing or the valve itself and it needs to be repaired or replaced.

It's also possible that the problem may be located further down the line, such as a broken pipe or clogged pipe. In this case, it's best to call in a professional plumber to help diagnose and repair the problem.

It's always a good idea to know the location of your main water shut-off valve and any other shut-off valves in your house, in case of emergency. It's also good to check them occasionally to make sure they are working properly.
