insurance fraud question

I have been contacted by someone who claims that an insurance salesman
fraudulently told him that all premiums for his new policy would be paid by
dividends from his old life policy. Apparently, the premiums are not in fact
covered by those dividends. The client wants to know if there is any recourse
(no false representation appears to have been made in writing). I remember
hearing about a class action (?) out of Florida on this issue. Anyone familiar
with this topic or the Florida class action? If so, please advise and/or
provide contact info for an attorney to whom I may refer the client.
