Major Duties:
GS-12 Level:
Assists in organizing, managing and coordinating major
marine accident investigations and developing/presenting
reports with marine transportation safety recommendations
for adoption by the Board.
GS-13 Level:
Organizes, manages and coordinates the investigation of
major marine accidents and develops and presents reports
with the marine transportation safety recommendations for
adoption by the Board. Participates as th NTSB
representative in international investigations.
GS-14 Level:
Recognized expertise in marine operations, marine safety,
and marine accident investigations. Organizes, manages and
coordinates the investigation of major marine
transportation accidents and develops and presents reports
with safety recommendations for adoption by the Board.
Serves as the Safety Board representative in international
investigations.
For all grade levels, the work of the incumbent requires
the exercise of professional judgment for marine safety
and accident investigation procedures. Incumbent should be
a competent engineer who can review accident
investigations for the Board, review and analyze
departmental investigations and submit meaningful
recommendations and pertinent accomplishments. He/She must
be able to tactfully develop and maintain a working
relationship with marine management and/or representatives
that will best promote the goals of the Safety Board.
Initiative, originality and sound judgment on the part of
the incumbent are essential in order to successfully carry
out the Board's repressibilities in marine safety.
Qualifications:
The basic requirement for an engineer is successful
completion of a full four-year marine engineering
curriculum leading to a bachelor's or higher degree from
an accredited college or university, or knowledge and
understanding equivalent to this education such as valid
registration as a professional engineer.
Knowledge, Skills, and Abilities (KSAs):

Selective Factors:
The following knowledge, skills or abilities (KSAs) are
essential to the successful performance of the duties of
this position.
* US Coast Guard licensed Chief Engineer, with possession
of operational experience with steam or diesel
propulsion. An equivalent level of commercial marine
operational experience will be considered.
* Knowledge and experience with the application of
principles, concepts, theories and practices of marine
engineering to the operations of a commercial marine
propulsion plants.
* Ability to work collaboratively in a team environment.
* Familiarity with commercial marine engineering working
environment.
* Flexibility and adaptability, especially the ability to
adjust to changes in schedules and/or policies and
procedures.
Quality Ranking Factors (desirable):
The following KSAs are desirable in the performance of the
duties of this position.
* Operational experience with automation and control
systems.
* Familiarity with the operation, maintenance and repair
of commercial marine engineering systems.
* Ability to write technical reports. Applicants may be
asked to demonstrate writing skills as part of the
interview process.
* Ability to analyze marine engineering systems
casualties.
* Ability to manage a team and work collegially with
people of varied backgrounds and disciplines.
* Ability to successfully work in a stressful environment.
* Ability to manage complex projects from initiation to
completion within a strict time schedule.
* Knowledge of the organization and functions of marine
transportation systems.
* Knowledge and experience with marine engineering
laws/regulations governing marine transportation safety.
* Experience which shows skill in oral presentations.
Other Significant Facts:
Investigative work will require the incumbent to remain on
call for possible assignments outside of normal work
hours. Investigative assignments are frequently given with
little advance notice and may be physically demanding.
Assignments may also require long hours at accident sites.
Candidates must also possess the following abilities to
function effectively in this position: Ability to work
cooperatively with others in the pursuit of transportation
safety. Willingness and ability to learn.

Salary Ranges:
* GS-12 - $45,939 - $59,725 Per Annum
* GS-13 - $54,629 - $71,017 Per Annum
* GS-14 - $64,555 - $83,922 Per Annum
