I have a 465GB Seagate USB external drive and I am perplexed by the free space indication.  When I do a properties check of the only two folders on the drive they total only 182GB. Where is the rest of the 98 GB of memory?  (280GB-182GB= 98 GB)  Bad sectors?

Ran the Seagate drive analysis tool (long generic) and shows that it passed.

Windows shows "185 GB free of 465 GB"
Drive properties shows 280GB used and 185GB free

Have you checked how much space is being used by System Restore and the Recycle Bin?

Interesting. I set the view to show hiden files and a 49 GB folder titled "time explorer storage". I presume this is System Restore. I will delete this. How do I find Recycle Bin?

That's not system restore data. Do you have an app named Time Explorer?

Recycle Bin is right on your desktop.

I got it fixed.  I removed that odd ball 30GB file and then found the recycle storage and presto an extra free 90 GB of storage became available.

As usual, thanks for the help.
