The PCRE2 repository has moved to a GitHub organization

There is now a GitHub organization called PCRE2Project, and I have transferred the pcre2 repository to it. I understand that GitHub will automatically redirect from the old repo name so there shouldn't be any continuity issues. Various documents will need updating in due course.
