Or /usr/share/doc/HTML/index.html cound be a symlink.
We can even use the standard 'alternatives' mechanism -

now i remember that the /usr/share/doc/HTML/index.html symlink was the initial option but with small modification in the navigators settings to look for a ~/.index.html wich would be a ymlink, driven by a script picking the locale on user creation and adding it to the default user setting and being moddifyed on locale pickup !
Can the Exec line also be localised like Exec[lang_code]= ?
