Dear Michel:

The undersigned, AIDS advocates from all around the world, would like to congratulate you and UNAIDS on the important achievements of the global AIDS response as highlighted during the UN General Assembly Special Event on the Millennium Development Goals held on September 25. We were pleased with the inclusion of HIV in the Outcome Document as a crucial area to accelerate efforts to achieve the MDGs.

At the same time, we recognize that we are at an important crossroads as we move towards the development of new post-2015 principles, goals, targets and indicators. The new framework must recognize where advances have been made: the reduction of vertical transmission; the increased number of PLHIV accessing ARV treatment; the role of communities in the delivery of services and a better understanding of the way social drivers, especially stigma and discrimination, undermine HIV prevention, treatment and care services.

But we must also recognize where progress has lagged behind, particularly on our efforts to guarantee universal access for key populations, especially MSM, people who inject drugs, sex workers, transgender people, people in prison, migrants, women and youth. Guaranteeing that their human rights are protected and that they are free from stigma, discrimination and violence is crucial to achieving universal access and the end of AIDS.

We are at a critical moment. Both the response to the AIDS epidemic and the global development agenda are converging towards a key milestone. All the achievements we all worked so hard to attain could so easily be undone if we ignore AIDS in the new set of development goals. We need to build a joint effort to create the political momentum necessary to ensure a strong global push towards ending AIDS in the post-2015 era. We need healthy populations in order to achieve goals of poverty reduction and environmental sustainability because the economic viability of countries depends on productive and healthy people.

For this, we would like to support the PCB NGO Delegation request and ask UNAIDS to call on the United Nations General Assembly to convene a High Level Meeting before September 2015 to assess progress toward the achievement of the goals in the 2011 Political Declaration and to renew the commitments to achieve Universal Access to HIV prevention, treatment, care and support in the post-2015 Development Framework.

Nous soussignés, militants des quatre coins du monde dans la réponse au sida, tenons à vous féliciter ainsi que l’ONUSIDA pour les importantes réalisations de la réponse mondiale au sida, mises en relief au cours de l’événement spécial de l’Assemblée générale des Nations Unies sur les Objectifs du Millénaire pour le développement (OMD), le 25 septembre. Nous nous réjouissons de l’inclusion du VIH dans le document final à titre de domaine crucial à l’accélération des efforts de réalisation des OMD.

Au même moment, nous sommes conscients d’être à un carrefour important, alors que nous avançons vers l’élaboration des nouveaux principes, buts, cibles et indicateurs pour la période post-2015. Le nouveau cadre de travail doit reconnaître les domaines où des progrès ont été accomplis — diminution de la transmission verticale, nombre accru de PVVIH accédant au traitement antirétroviral, rôle des communautés dans la prestation de services, et meilleure compréhension des manières par lesquelles des facteurs sociaux (en particulier la stigmatisation et la discrimination) sont néfastes aux services de prévention, de traitement et de soins.

Nous devons toutefois reconnaître également les domaines dans lesquels le progrès est en retard — particulièrement en ce qui concerne nos efforts pour garantir l’accès universel aux populations clés, notamment les hommes qui ont des rapports sexuels avec des hommes, les personnes qui s’injectent des drogues, les travailleurs et travailleuses du sexe, les personnes transgenres, les personnes incarcérées, les migrants, les femmes et les jeunes. Garantir le respect de leurs droits humains et leur protection contre la stigmatisation, la discrimination et la violence, est essentiel à la réalisation de l’accès universel et d’un monde sans sida.

Nous sommes à un tournant critique. La réponse à l’épidémie du sida et l’ordre du jour mondial pour le développement convergent tous deux vers une étape clé. Toutes les réalisations auxquelles nous avons tous travaillé si fort pourraient facilement disparaître, si l’enjeu du sida était laissé pour compte dans le nouvel ensemble d’objectifs pour le développement. Nous devons développer un effort conjoint, pour stimuler l’élan politique nécessaire à assurer une vigoureuse impulsion mondiale afin de faire disparaître le sida, dans l’ère post-2015. Il faut des populations en santé, pour atteindre les buts de réduire la pauvreté et de préserver l’environnement, car la viabilité économique des pays requiert que les individus soient productifs et en bonne santé.

À cet effet, nous soulignons notre appui à la demande formulée par la délégation des ONG auprès du CCP, demandant à l’ONUSIDA d’enjoindre à l’Assemblée générale des Nations Unies de convoquer une Rencontre de haut niveau, avant septembre 2015, pour évaluer les progrès vers l’atteinte des buts énoncés dans la Déclaration politique de 2011, et pour renouveler les engagements à l’atteinte de l’accès universel à la prévention, au traitement, aux soins et au soutien en matière de VIH dans le Cadre de travail post-2015 pour le développement.

Уважаемый Мишель,

Мы нижеподписавшиеся, активисты адвокации ВИЧ/СПИДа из разных стран мира, хотели бы поздравить Вас и ЮНЭЙДС с важными достижениями в ответе на эпидемию СПИДа, о чем говорилось в ходе Специального заседания, посвященного Целям развития тысячелетия, в рамках Генеральной Ассамблеи ООН, состоявшегося 25 сентября. Мы приветствуем включение в Итоговый документ ВИЧ-инфекции как ключевого направления проведения мероприятий, направленных на достижение ЦРТ.

В то же время мы признаем, что находимся на перепутье в процессе формулирования новых принципов, целей, задач и индикаторов на период после 2015 года. Новая рамочная программа должна признавать такие достижения, как снижение передачи ВИЧ-инфекции от матери ребенку; повышение числа людей, живущих с ВИЧ, получающих доступ к АРВ-терапии; роль сообществ в предоставлении услуг и понимание негативного воздействия социальных факторов, особенно стигмы и дискриминации, на результативность профилактики, лечения, ухода и поддержки.

Мы также должны признать, что в некоторых сферах нам не удалось достичь прогресса – в частности в наших усилиях по обеспечению универсального доступа для ключевых групп населения, особенно МСМ, людей, употребляющих наркотики инъекционным путем, трансгендеров, заключенных, мигрантов, женщин и молодежи. Предоставление этим группам гарантий соблюдения прав человека и защиты от стигмы, дискриминации и насилия является необходимым условием обеспечения универсального доступа и остановки эпидемии СПИДа.

Мы переживаем критический момент. Противодействие эпидемии СПИДа и глобальная программа развития пересекаются в важной точке. Все достижения нашей совместной работы могут быть легко перечеркнуты, если вопрос СПИДа не будет включен в новые цели развития. Мы должны приложить совместные усилия к созданию благоприятной политической среды, необходимой для глобального продвижения к цели остановки эпидемии СПИДа в период после 2015 года. Нам нужно здоровое население. Здоровье населения необходимо для достижения целей снижения бедности и обеспечения устойчивого экологического развития, так как экономическое благосостояние страны зависит от продуктивности и здоровья людей.

Учитывая вышесказанное, мы хотели бы поддержать обращение Делегации НПО в Координационном совете программы ЮНЭЙДС и обратиться к ЮНЭЙДС с просьбой призвать Генеральную Ассамблею Организации Объединенных Наций созвать до сентября 2015 года Совещание высокого уровня для оценки прогресса в направлении достижения целей, заявленных в Политической декларации 2011 года, и возобновить обязательства по обеспечению всеобщего доступа к профилактике, лечению, уходу и поддержке при ВИЧ-инфекции в рамках развития на период после 2015 года.

Estimado Michel:

Los firmantes, activistas en asuntos de SIDA de todas partes del mundo, queremos felicitarlo a usted y a ONUSIDA por los importantes logros en la respuesta al SIDA tal como fueron destacados durante el Evento Especial de la Asamblea General de las Naciones Unidas sobre las Metas de Desarrollo del Milenio realizado el 25 de septiembre. Estamos complacidos con la inclusión del VIH en el Documento Producto como un área crucial para acelerar los esfuerzos en el logro de los ODM.

Al mismo tiempo reconocemos que estamos en una encrucijada importante mientras nos enfocamos en la elaboración de los nuevos principios, objetivos, metas e indicadores post-2015. El nuevo marco de trabajo debe reconocer los logros alcanzados, incluyendo: la reducción de la transmisión vertical; el aumento en el número de PVVIH con acceso a tratamiento; el rol de las comunidades en la prestación de los servicios y el mejor entendimiento de los factores sociales, especialmente el estigma y la discriminación, que afectan negativamente los servicios de prevención, atención y tratamiento del VIH.

Pero también debemos reconocer las áreas en donde no se han logrados avances parecidos, particularmente en nuestros esfuerzos para garantizar el acceso universal para poblaciones clave, especialmente hombres que tienen sexo con hombres, personas que se inyectan drogas, trabajadoras y trabajadores sexuales, personas transgénero, personas en prisiones, inmigrantes, mujeres y jóvenes. Ofrecer garantías para que sus derechos humanos estén protegidos y no sean afectados por el estigma, la discriminación y la violencia es crucial para lograr el acceso universal y darle fin al SIDA.

Estamos en un momento crítico. Tanto la respuesta a la epidemia del SIDA como la agenda mundial de desarrollo están coincidiendo en torno a un hito clave. Todos los logros que han sido alcanzados con trabajo tenaz podrían perderse si ignoramos al SIDA en las nuevas metas de desarrollo. Debemos lograr un esfuerzo conjunto para crear el impulso político necesario y asegurar un fuerte empujón para darle fin al SIDA en la era post-2015. Necesitamos poblaciones saludables para lograr las metas de reducción de la pobreza y sostenibilidad del medio ambiente debido a que la viabilidad económica de los países depende de personas sanas y productivas.

Por ello, quisiéramos apoyar la solicitud de la Delegación de ONG al PCB y pedirle a ONUSIDA que haga un llamado a la Asamblea General de las Naciones Unidas para realizar una Reunión de Alto Nivel antes de septiembre del 2015 con el fin de evaluar los avances en el logro de las metas de la Declaración Política del 2011 y renovar los compromisos para alcanzar el Acceso Universal a la prevención, tratamiento, atención, y apoyo en el Marco de Trabajo sobre Desarrollo post-2015.
