Uncertain as to what "CreateWiki" is supposed to do

Is the CreateWiki function supposed to create a brand new wiki? It
seems strange to do that with the read permission from another wiki.
I haven't been able to get the creation process to work - I keep
getting an error about needing a valid e-mail address, even though the
email field is marked as optional, and I send my account address
through anway.
Once I have created the wiki programmatically, how would I retrieve
the API keys in order to be able to do anything else with my newly
created wiki?
