Is GO is required for study permit application for Government Employee?

Hello everyone,

I am a primary school teacher, accepted for an M. Ed. at Memorial University of Newfoundland. Do I need to provide GO (Government Order) in documents? I am apprehensive about the matter as It is a challenging and complex bureaucratic process.
