If you have it all set up as you say you do, all you need to do is select Get Latest Version from the drop down menu when you right click on the PB target. The right boxes (those objects that need updating will automatically be checked. It will pull from SVN into your source directory tree, and from your source directory into your PBLs.

I've got my local working directory, I've got PBSCC configured in PB 10.2
for a workspace. I have a target app, I added the PB objects to SVN source
control for this entire target via the PB System tree . All is good.
ToroiseSVN shows all the objects on the server repository.

We've got another developer. He will be setup the same as my desktop,
TortoiseSVN, local working directory pointing at the server SVN repository,
PBSCC configured in PB pointing at that working directory.

What is the mechanism/process to retrieve the versioned source code from
the SVN server repository to this other developers desktop? He will need
the same local source directory organization as I have used on my desktop.
I think the document that used to be at
http://dm.char.com.ua/pb/pbscc/qstart.htm explained this, but it
disappeared recently.
