Everything sounds OK, but I have run into this problem occasionally. In my case, it's when I switched svn to another branch in the source control folder while powerbuilder was open. Maybe just try checking out again to another folder and then switch to point to the new folder in the workspace? 

I think there were some good fixes in 80, I'd go back to it. Also you may be the first to try with svn 1.8, it's worked well with 1.7 though, as long as you check out from svn at the same level as your powerbuilder target (not above that level) because in svn 1.7 the database is created at your checkout level. Pbscc needs to be able to see the database.

    This is the first time I am setting up and I ran into this issue. In the
    Source Control tab, I setup Project as the folder where I checked out the
    application source. In the Local Root Dir., the folder where the new PBW
    and PBLs are. When I connect, I get the following message.

    But I notice the objects have a + sign, instead of green dot. After I do
    Refresh status on the pbw, it opens a popup with object names, when I click
    Ok, no changes on the screen. The + symbol remains unchanged. In the
    target, I click Get Latest Version, it shows an empty popup box titled Get
    Latest Version.
     
    My configuration is
     
    Windows 7 64 bit
     
    PB 11.2
     
    TortoiseSVN 1.8.2, Build 24708 - 64 Bit
     
    Subversion 1.8.3
     
    Pbscc-proxy 2.01.78 built on 2010-10-16. (I tried earlier with pbscc-proxy
    2.01.80 still same result)
     
    I have added the log file to this email. Please help me figure it out.

Thanks for your response. I tried to checkout files the same folder as the target like you mentioned. I even tried back with version 80, checked out to a different folder, re-installed all svn, tortoise, pbscc in that order. Still have the same problem. It works for two of my colleagues one who has the same pbscc, tortoise, svn versions as me. Another one has a slightly lower version of tortoise, svn version. But it works for both of them. 

So, it looks like the issue is in how PB is configured in my machine. Meanwhile, I made it work with PushOK, but I want my entire team to be in PBSCC, rather than have different SCC plugins. So, I am continuing my research.

Update: 
Wanted to let you all know that its working for me now! Yay!!
Using PBSCC v80, TortoiseSVN 1.7.8, Build 23174 - 64 Bit, Subversion 1.7.6 (Yes I downgraded from 64 bit 1.8 to 1.76 32 bit) Works as promised! :-) 

Cant stop smiling!
