I think this story has passed by the list before but this one digs a little more into the "hows." (Hint: public process has little to do with it.) Basically it comes down to political will and willingness to work with what you have.

Also, I heard that the Andrews Square project had been in the works for over 10 years (since the Dave Marshall days), so yea, things move slowly.
