Portland City Code, Chpt 28, Article VI, Traffic calming.

Hi folks,
There is a section, Article VI, in chapter 28, which lays out a system for citizens (via a petition) to ask for traffic calming measures on their street.

Is anyone familiar with this?

I'm not, I learned about it on the Lambert Street Walk Audit. 

I imagine some of us must know about it. 

I'd love to hear about it if anyone has any experience submitting a traffic calming petition!

My neighbor collected signatures for a petition for traffic calming on Dennett Street. We had a meeting with Councilor Chong to discuss the need for traffic calming. 

The petitions were sent to Jeremiah Bartlett, but as far as I know nothing came of this petition. This was in October 2021.

I'm definitely interested in that case, and any more if anyone else has experience with these petitions! 

I remember that a little bit, or hearing about it afterwards anyway- though the petition process didn't sink in for some reason. 

Looking at the ordinance, it seems like he should have gotten back to your neighbor about whether Dennet is eligible or ineligible for traffic calming within 45 days... 

Then, depending on the reasons (unfortunately, we can't do traffic calming on 295) it could be appealed to the city manager. 

I'm not actually sure participation by your district councilor is mandatory.  Funding is through the CIP budget, so, you'd definitely need friendly councilors once it got that far.  That process sounds consistent with the procedure Councilor Dion described, even if not entirely so with the ordinance.

Interestingly, a councilor can start this process whenever they want with a written appeal, with no need for signature gathering.  I wonder if they all know that.

Hi folks,

We discussed the Traffic calming petitions briefly at the meeting last night. 

No one had any examples of successful uses, though, sometimes traffic calming has been accomplished through other means. 

I just want to add an attachment which includes just the city code which applies here, and a sample petition which I mentioned at the meeting.
