You will find linked and attached, The Portland Bicycle and Pedestrian Committee’s report of a walk audit conducted this spring on Park Avenue relating to the parking separate bike lanes. The report studies problems and potential solutions, the history of Park Avenue, and presents extensive research. We hope you will read it in full. While we are critical of some aspects of the design of Park Avenue's parking separate bike lanes, the Portland Bicycle and Pedestrian Advisory Committee supports separated infrastructure for bicyclists, but it must improve safety, and contribute to the safety of other modes of transportation.

The Park Avenue parking separate bike lanes and the lessons we learn from it are extremely relevant today as the city embarks on many projects in the surrounding area: 



Many of these corridors are currently unsafe for pedestrians, bicyclists and motorists alike, and separated bicycle facilities are being considered. Those facilities should be designed to create a seamless network of safe connections for all: these projects are also many of Portland's most dangerous streets, and getting them right is critical for Vision Zero to be realized.

The question we must ask is: How will these design choices affect safety, and how have prior design choices affected safety?

We attempted to answer the second question about Park Avenue: How have the design changes made in 2018 affected safety on the corridor?  An analysis of crash data, presented in the report shows that the design has improved safety for drivers (reducing injury crashes by 45%), but it did not improve bicyclist safety, may have made pedestrians less safe, and may have contributed to an increase in pedestrian crashes in crosswalks along the corridor.  


To improve bicyclist and pedestrian safety on Park Avenue, in order of preference PBPAC recommends either:

  1. Removing the separated bike lane on the south side (east bound) of the street and convert the north side lane into a two-way cycle track (most preferable), or


  1. Restore the conventional bike lane to the south side of the corridor (less preferably). or


  1. Design updates and a maintenance program for the south side lane that would improve the conditions, but not eliminate the structural flaws inherent to the design, and thus represent the least preferable improvement. 

No matter what option we choose, the City of Portland must begin an effort to calm traffic around crosswalks and prioritize crosswalks safety: crash statistics reveal that pedestrian crashes in these crosswalks have significantly increased since the implementation of the design.
