Added router, still HUGE "latency"

Pull up a chair and listen to my story. I'll be as concise as I can be,
since I know we've all heard all the parts of this before:

I signed up for PBI ADSL service 18 months ago, and always had the big wait
times between pages (speed has always been excellent, usually topping 1M).
I suffered through the delays for many months. I then read about RASPPPOE
here, and when I installed that, my problem went away. I was happy for the
better part of a year. Then, last month I needed to hook up two computers
to my DSL modem, so I bought a Linksys router and hooked it up as per
instructions. Since the general consensus was that a router (supplying the
IP) would solve the latency problems, I had no worries. Well, everything
works just fine, except THE LATENCY IS BACK! What is up with that? And
what can I do about it? I have a friend one block away, and he has never
even seen this latency problem (he signed up very early and is on a static
IP, which is probably the reason).

So, now for the second time I'm about ready to pull my hair out over this
latency issue. Any help before I shoot myself?

How could RASPPPOE have fixed my problem when adding the router does not?
