Need help to figure out metadata standardization in USA

Hi

I'm a government official in South Korea. Currently I'm taking training in here in States. One of my take is to research on broadcasting metadata standardization and implementation in States.
I had led a project to make a broadcasting metadata standard(called 'K-META') in Korea and building distribution and converting online platform for metadata.

1. Theoretically I know the benefits of metadata standard for sharing or transacting contents online. But I'd like to hear about real world experience using PBCore.

2. I want to know about problems and barriers of the broadcasters to implement PBCore into their system. When I was in Korea and leading my project, broadcasters were reluctant to adopt the standard saying it costs a lot to change their system because several broadcasters already set up their own metadata system.

3. I want to know whether there is any movement to mandate PBCore or any single standard in whole States, either just for public broadcasters or all broadcasters.

4. As far as I know of, CPB sponsored the initial project to establish PBCore standard with leadership and financial support. And I understand that the reason why the standard was aimed at public broadcasters because CPB put their money for public broadcasters. I wonder whether their is any broadcasting metadata standard in commercial broadcasters. I assume that there must be some standard to facilitate efficient distribution and exchange of content between commercial broadcasters.

Hi Kisoo,

K-META sounds like a very interesting project -- I'd be interested in hearing more about your experiences developing this!

As the chair of the PBCore working group, a lot of your questions are questions that we have, too. Our Outreach committee is currently developing a survey of PBCore users to better understand real world experience with PBCore, what our user base needs, and what barriers they are facing to adoption. 

There is currently no movement to mandate PBCore or any other metadata standard in the States, in the public broadcasting community or any other. I'm not aware of any established standard among commercial broadcasters, either. (I'd be interested to see commercial broadcasters or those who have consulted with commercial broadcasters weigh in on this topic, though!) From what I've seen, many stations tend to build their metadata around the content management systems that they use, rather than the other way around.

The most comprehensive metadata program is also a part of photoshop. Here are some of the standards online;
