Yes,

The methods described there are still relevant and they are in fact the only recommended way of upgrading Payara Community versions.

Payara Enterprise includes an update tool that customers can use to automate the update process. But Payara Community will probably never get anything better than what's described in the blog. On the other hand, those procedures described there will most probably remain supported in any future Payara Community version.
