Can't run imqusermgr command

Payara 5.184 / embedded broker

JMS PING from UI: Ping Succeeded

CLI ./imqcmd query bkr return broker information where Instance Name: imqbroker

but command to manage users like: ./imqusermgr -i imqbroker add -u test -p test -g user returns error:

Error [B3137]: The broker instance "imqbroker" does not exist.

Run the broker to create the instance before using the user manager utility.

how to manage users?
