May be they are referring to Show Sales order workflow

1. to be raising some event whenever new order is created

2. or atleast this workflow is called for new orders but not raising any event.

 

If 1 subscibe to that event. If 2 customize the workflow to raise new event/ trigger your piece of code directly through plsql/ calling another workflow or howsoever you want to implement.
