Is Higher Education a privilege or a right?

I view it as a privilege that must be earned. I believe that education
up to High School is a right, but then, at say Standard 8, further
free progress must be earned. In 1967, I resigned from Government in
Zambia and at my own expense went to University in Canada. I arrived
there with a $100 in my pocket. I returned and re-joined Government.
Free hand-outs after a time have a negative affect on people.

U r right on saying higher education is a privilege in Zambia! This explains y poor people living in the shackles of poverty don't have this privilege!!! Am looking forwad to a time when young pipo of Zambia will have the rite free and quality just like our friends in SA! This explains y we few Universities ,derapidated and of poor standards...South Africa has a lot of them bcz it has the mandate to further its citizens education!

Morning Lwimba,
Please don't misunderstand me. I would inisist on free education up to Standard eight, from then on to be granted on merit and paid for by the state. South Africa's education system has collapsed almost totally. The poor have no way forward here, and the economy is failing. Zambia, with a Christian party in power will be streets ahead of South Africa.
