Inconsistant CR on template

The dread wraith template says at the top that it's a CR +3 template, but in the description itself it says CR +4. So, which is it?

Usually the text is the correct one, not the title. Also, i'm finding it hard to believe that with these stats it's a +3 Template. :P

Best way to be sure, is if we can find an example, maybe from the book.
