Since these are PFS changes and they  arent changing the text of the boojs, they arent errata

but when it is added to the additional resource then it count as errata... anyway going to ask them

It isn't a change being added to the Additional Resources, this document is designed to be used in addition to the Additional Resources, so they can make the AR just legal/not legal, with this document covering "How this works in PFS, if it works differently."
