Something changed with Google about a month or two ago. I noticed it when I started the Hangout for my RotRL group, and it said it was a permanent hangout. Just used the plain Hangout creator, but we have been using the same Hangout for the game when we meet every other week.
Message: "Share the permanent link. Bookmark and come back anytime."

It depends on how you do it.If you start a Regular Hangout (just a regular chat hangout and launch video) after some idle time it will expire.
If you want a persistent hangout, a workaround to that is create an Event in Google Plus and set it to be an online hangout event. (Make sure and set the event date sometime way in the future.) Then click the hangout in the event and copy that URL. It will not expire until a while after the set event date.So you will have a semi-permanent hangout URL.(This is assuming that nothing has changed recently - with Google you never know.)
