eKhatha being monopolized by SMONDO2 Association

Refer mail circulated by  Mr. Krishna of Smondo2 Association.

While it is a great initiative started by our association,  many questions come to my mind regarding a clause mentioned in the mail from Krishna.

"Lastly, GRAM PANCHAYAT has been strictly directed not to entertain any owner reaching or contacting them directly. WITHOUT THE NoC from SMONDO 2 ASSOCIATION, it will not be possible for the owner to get e-KHATA. "

How can association monopolise this collection by saying eKhatha cannot be collected from Gram Panchayat unless NOC is obtained from Smondo 2 association"

Questions :-

Is this legal?  

Is this within the duties , bounds and rights of the association to monopolise such high volume financial transactions within its purview? 

Does the association have a right to dictate to GRAM PANCHAYAT that they cannot give eKhata without NOC from association? 

Does GRAM PANCHAYAT have a right to refuse to accept such dictation from association,  and have they agreed to do so because of mutual convenience?

On what all grounds can association refuse to give NOC provided a member has paid up all the dues and is not a defaulter? 

Can association refuse to give NOC only because the member has not proceeded to get eKhatha through the association even though he/she has paid all dues to association and is not a defaulter?

How can funds collected for eKhatha be mixed with society maintenance accounts?  

Is it not important to maintain financial discipline as far as society maintenance is concerned?

Finally,  this is not a personal letter directed to Mr Krishna who has circulated a mail in BCC to all owners so that owners cannot reply to and debate on this issue

.............. it is simply thoughts coming to my mind that I am sharing to the group.
