Pat doesn't send the correct code for PTT on the data port (T 3)

This note is mostly a heads-up that I've updated an old (2020) issue regarding pat not sending "T 3" to trigger PTT when required. See my comment at the end of the comments in the issue.

I'm not a go programmer, so would appreciate it if someone who is could take a look. I'm setting up a VARA HF node, and this is the first time I've needed to use pat to send PTT.
