Passlib 1.6.4 has been released!

This release fixes an assortment of compatibility issues -- particularly, bcrypt 2.0 will now be correctly detected, and $2b$ bcrypt hashes are now properly recognized.

(This was going to be release 1.6.3, but network connection issues + pypi conspired to prevent me from uploading it as 1.6.3)
