Letters of acknowledgment of scientific research activity and exempted fishing permits are issued under the authority of the Magnuson-Stevens Fishery Conservation and Management Act for situations where research activities would normally be prohibited by federal fishing regulations. This could include, for example, possession of certain prohibited species or fishing during seasonal or area closures. Other authorization may be required for scientific research activities occurring in marine sanctuaries, marine protected areas, special management zones, or over artificial reefs.

Issued to individuals conducting scientific research activities from scientific research vessels. Persons planning to conduct scientific research activities on board a scientific research vessel in the exclusive economic zone (EEZ) or on the high seas are encouraged to submit a scientific research plan to NOAA Fisheries. NOAA Fisheries acknowledges the activities qualify as scientific research by issuing a letter of acknowledgment (LOA). Scientific research activity includes, but is not limited to: sampling, collecting, observing, or surveying the fish or fishery resources within the EEZ. Activities considered scientific research will be specified in the LOA, are exempt from the definition of fishing under the MSA and, therefore, are not subject to the fishing regulations developed under the MSA.

An activity in furtherance of a scientific fishery investigation or study that would meet the definition of fishing under the MSA, but for the exemption applicable to scientific research activity conducted from a scientific research vessel. Scientific research activity includes, but is not limited to, sampling, collecting, observing, or surveying the fish or fishery resources within the EEZ, at sea, on board scientific research vessels, to increase scientific knowledge of the fishery resources or their environment, and to test a hypothesis as part of a planned, directed investigation or study conducted according to methodologies generally accepted as appropriate for scientific research. At-sea scientific fishery investigations address one or more topics involving taxonomy, biology, physiology, behavior, disease, aging, growth, mortality, migration, recruitment, distribution, abundance, ecology, stock structure, bycatch or other collateral effects of fishing, conservation engineering, and catch estimation of fish species considered to be a component of the fishery resources within the EEZ. Scientific research activity does not include the collection and retention of fish outside the scope of the applicable research plan, or the testing of fishing gear. Data collection designed to capture and land quantities of fish for product development, market research, and/or public display are not scientific research activities.

A vessel owned or chartered by, and controlled by, a foreign government agency, U.S. government agency (including NOAA or institutions designated as federally funded research and development centers), U.S. state or territorial agency, university (or other educational institution accredited by a recognized national or international accreditation body), international treaty organization, or scientific institution. In order for a domestic commercial fishing vessel to meet this definition, it must be under the control of a qualifying agency or institution, and operate in accordance with a scientific research plan, for the duration of the scientific research activity. (See 50 C.F.R. 600.10 for information regarding foreign vessels.)

The period of time during which a scientific research vessel is operated in furtherance of a scientific research project, beginning when the vessel leaves port to undertake the project and ending when the vessel completes the project as provided for in the applicable scientific research plan.

The development and assessment of fishing technologies and fishing techniques designed to conserve target and non-target species, and may include the study of fish behavior and the development and testing of new gear technologies and fishing techniques to minimize bycatch and any adverse effects on essential fish habitat and promote efficient harvest of target species. Conservation engineering may include the assessment of existing fishing technologies applied in novel ways. An example would be assessing the ability of a bycatch reduction device, designed and proven in one fishery, to reduce bycatch in another fishery. Conservation engineering meeting the definition of scientific research activity is not fishing.

The owner of the lot, Gansen Construction, is intending to build as many as 27 units that would tower over and crowd 42 homes existing since 1952. Currently, this area is quiet, peaceful and safe, but that would drastically change if the annexation is approved. This development has a multitude of challenges, such as development of an unsafe one-way small road; no sidewalks for children, wheelchairs or walkers; no room for emergency vehicles, school buses, delivery trucks; fosters traffic accidents; loss of property value due to saturation of housing; lack of current privacy and quiet.

Additionally, because the lot was part of the old railway, it left contaminated soil behind from the late 1800s to early 1900s. No studies have been done to determine what chemicals are buried in the soil, and what the consequences are of digging. Our neighborhood is not opposed to development, but we want smart and safe development that truly supports affordable housing, and this does nothing of the sort.

In their recent letters, Michael Sturman and Zenia Liebman attack University of Oregon students for being compelled to speak out about the genocide in Gaza. We should be grateful that this generation of students does not tolerate injustice regardless of the perpetrators.

I find it hard to sympathize with people who are so blind to the propaganda of the Israeli regime that, even though they identify as religious, are loudly praising the murder of thousands of children by an overtly fascist government.

For those of us who live along the Fern Ridge bike trail between City View and Oak Patch, we are preparing for the city to install new lights. I say preparing because I have opposed these lights. These lights will only add to the lights which shine from the back side of businesses along West 11th Avenue.

Would you put an image on the cover of a dog or cat being tortured, suffocated and killed? Of course not. But that is exactly what is happening to a fish in recreational and commercial fishing. There is overwhelming scientific evidence that fish feel pain, fish suffer (both physically and psychologically) and fish experience emotions like joy and loss. We are moving toward a future with a better animal/human relationship where barbaric practices like fishing will be a thing of a shameful past.

When does the suffering of people elsewhere become visible in our own sphere of life and begin to matter to us as if their lives were as valuable in our eyes as lives of our neighbors and our own family?

How can we possibly open our hearts to all of the overwhelming social crises and suffering families out there in the world and be expected to rationally modify our own behavior to somehow include the benefit we have created into the benefit all of those people out there in the world could possibly feel?

I am a student at Churchill High School. My IHS Civics and Engagement class is currently completing a research project on issues in our community. My group decided to focus on the issue of youth drug abuse, specifically among high schoolers.

Is it asking too much to wish for our representatives to take a stand against bombing and starving children to death? We should all demand that congress turn their backs on Netanyahu and that our government stop providing lethal aid to Israel.

China is the world's largest processor and exporter of seafood products to the United States. Operating with an estimated 17,000-vessel fleet, Chinese ships accounted for more than a third of all global deepwater fishing, where they bear responsibility for depleting a majority of fisheries off the coasts of South America and Africa.

NOAA's 2023 report on international fisheries revealed that Chinese IUU fishing imperiled the global ocean ecosystem and also identified widespread use of forced labor on deep water fishing fleets around the world.

In the letter, the lawmakers write, "Urgent action is needed. Past approaches to combatting IUU fishing by the PRC and efforts to stop forced labor have been insufficient, putting our fisherman and seafood producers at a competitive disadvantage, damaging marine ecosystems, and implicating U.S. consumers in forced labor."

After NOAA's determination of the environmental degradation and the extensive use of forced labor on Chinese fishing fleets, the lawmakers request that NOAA enact trade restrictions that bar tainted Chinese seafood products from entering the United States.

One of the ways we love to infuse learning with play is by creating games, especially those that children can play independently and where they feel in charge of their learning. This alphabet fishing game has become a favorite with my students, and me too! Your child will have fun pretending to be on a fishing trip while learning their letters. And maybe the best part is that it only takes five minutes to set up.

Variations: You can also vary the game to teach other early literacy skills. You can use flashcards featuring lowercase letters and have your child fish for its uppercase buddy. You can also skip the flashcards and make the sound of a letter. Then your child fishes for the letter that makes that sound. You can have them fish for the letters to spell their name, or any word they want to learn. The list of possible variations goes on and on.
