Thats a great idea. I will be spending the next week or so setting up
project and collaborative infrastructure and I will factor that it.
Apart from more closely aligning interest with work, it a manifestation
of the classic engineering principle of divide-and-conquer.

Well done taking the first steps, listening to the feedback, and pushing

(is that a good thing? ;)). I wanted to mention that I wasn't aiming for
your foot with my earlier comments. Take it as my 2c.
One thought that I had was that the project might have a greater chance
at
succeeding if you break it into several smaller projects: one for the
scripting engine, one for the common API for Apache/IIS, etc, and the
larger
PSSP project. Developers who have no interest in the big project may
find
one specific project interesting to them and be more willing to
contribute.
The direction of each sub-project would need to be very clear, and the
PSSP
project would use each of the separate projects (and some other
existing/third-party projects) with the glue to pull them together.
