RESPONSIBILITIES: The Labor Economist performs highly analytical work consisting of economic analysis and forecasting in support of the Chief Performance Officer (CPO) with execution measurement and strategic goal attainment. This position will function in a matrix organizational structure with responsibilities in the two areas of labor relations and organizational performance. The essential responsibilities of this position will be to conduct economic analysis and survey/benchmark employers on an on-going basis, compile data, analyze data, and assist the Authority bargaining teams in developing and costing economic proposals. Additionally, this position will support the CPO by providing measurement, benchmarking, key performance indicators, efficiency and optimization studies, as well as tracking and reporting on execution of strategies, work plans and goal attainment.
Additionally, this position will be required to develop and maintain professional working relationships with key staff assigned to other areas of the organization for the purpose of fostering and enhancing interdependencies and supporting data driven management decision making within a strategic framework.
The Labor Economist will be expected to be capable of working independently to carry out the directives and objectives of the CPO and the Office of Employee and Labor Relations.
DUTIES:
Provides on-going compilation of accurate information regarding benchmark employers' labor cost (i.e., wage and benefits) in order to develop realistic bargaining proposals, to convince the union at the table, and to convince the neutral interest arbitration.
Conducts periodic studies to collect and maintain benchmarks of operational and performance data from other major transit properties.
Develops and utilizes forecasting models for use with workforce demographics in the development and implementation of more effective and efficient solutions to the Authority's business and human capital requirements.
Advises executive and senior management and Board of Directors on matters regarding union contract and personnel costs.
Assists the Authority bargaining team in developing economic proposals in support of the Authority at the bargaining table and/or interest arbitration.
Seeks out opportunities for business process improvements that are linked to needed changes in the terms and conditions of existing collective bargaining agreements.
Prepares detailed negotiation presentation material, and makes written and oral presentations covering assigned areas of labor costing and the budgetary impact of labor negotiations.
Performs economic analysis in preparation for labor contract negotiations, cost contract proposals, and develops exhibits for use in interest arbitration.
Studies economic, statistical and survey data/trends and independently conducts and initiates ad hoc surveys of benchmark employers.

KNOWLEDGE, SKILLS, AND ABILITIES:
The incumbent will be required to maintain working knowledge of the following: all current, proposed and in-negotiation union collective bargaining agreements; Authority labor union policy; compensation and benefit programs and policies; payroll policy and procedures; personnel policy and procedures; budget policy and procedures; and financial analysis techniques for evaluating such agreements, programs policies and procedures.
Thorough understanding of the principles of collective bargaining, grievance adjustment, discipline, and arbitration.
Demonstrated proficiency in financial systems, forecasting methodologies, economic theory, statistics, and technical economic analysis including direct and indirect coast analysis; fixed and variable cost analysis; present value discounting; compound interest calculations.
Hands on working knowledge of PeopleSoft highly desirable.
Demonstrated skill in analyzing and preparing cost benefit studies of alternative labor relations actions and proposals.
Ability to rapidly acquire knowledge of the collective bargaining agreements, laws, rules and regulations that impact the Authority and its transit operations.
Ability to communicate effectively including demonstrated expertise in condensing technical, financial, and economic related subject matter into non-technical language. |
