IRS office responsible for negotiating “Advance Pricing Agreements,” which are agreements between the IRS and taxpayers regarding the amount of profit that a multinational taxpayer will report as profit on their tax return for some future period, typically 5-7 years.  These agreements are an alternative to facing periodic IRS examination of the profit allocated to the US entity within the multinational enterprise. 

 

In any event, the IRS has decided to double the # of attorneys and economists and plans to hire I believe 20 attorneys and 10 PhD’s between now and September 30, when – if the slots are not filled – the slots would be lost.  The slots are technically not in the Advance Pricing Agreement office but in a sister organization, U.S. Competent Authority – an agency which negotiates with foreign tax authorities in instances when multinational taxpayers are taxed twice on the same income.  As part of recent reorganization, however, Competent Authority will work closely with the Advance Pricing Agreement in the future and will effectively operate as one larger agency within the IRS.

 

I did not pay attention to the information to the attorney qualifications, but for the economist positions, the IRS is technically looking for PhD’s with transfer pricing experience.  The likelihood of finding them is nil, however, so they are considering a broader pool of PhDs.  The economist positions are being listed as GS-14 (I don’t know about the attorney slots) and are being offered now in Washington and San Francisco.
