Who to contact for parking enforcement

We need to have some yard landscaping items delivered.  This is the 10th week the huge red decrepit SUV of our elderly neighbor's 3 vehicles plus and an ugly trailer has been parked in front of our yard frontage leaving his frontage open.  It blocks our yard waste pickup and makes edging and gutter cleanout very difficult for me a handicapped person with cane and my husband, who is stage 3 multi-myeloma.

 

We are not sure if the vehicle even starts at this time, as it appears to be in pretty deteriorated shape.  Debris has started to build up under the vehicle and grass grows in the cracks.  In the past when asked to move from blocking our pick up, he has driven over the curb and farmed a hole in the yard.  I took pictures for a record.

 

My husband has left 3 notes on the neighbor's door, but all for naught.

 

We can't have guests park in front of our home or across the street as there are two driveways across from us.  His frontage is across from a berm where people rarely park.

 

We are not sure how to go about getting some enforcement on this, so if someone could give me a name and number, we would greatly appreciate it so we can do some yard work, get pick up and can schedule delivery of stone and landscaping materials.

Just call the cops, or call City Code Enforcement.
That ought to do the trick.
