925 Garland Waste Problems

Callahan manages this location.  They would not fix items, so the good people moved out.  Now, they have some painters and other workers, but instead of putting their paint cans and other items in bags, they have used the recycling bin to overflowing and blowing in others yards... paper and drink cups, etc.

 

Waste Management will not pick up this cart under these circumstances, and Sanitation is not responsible either, in my opinion.  Callahan needs to be contacted by someone of authority in the City to bag this up.  My personal contact with workers has not worked.

 

Does anyone know who would be in charge of this problem?
