Have you ever thought about Windows localization, and why Windows setup does not really implement a full localization like iOS or Android or MacOS does? When installing one of those OSs, you just need to answer a couple of simple questions like "what's your country and what's your language" and this will automatically localize it to the desired language - with whole OS translated and all keyboards, etc. set up and configured to your localization needs.
Inspired by Oliver Kieselbach's (oliverkieselbach.com) work -to-completely-change-windows-10-language-with-intune/, which is brilliant and I highly encourage you to implement it, I started thinking - how about if we build an application, that will run during the Autopilot process and localize Windows OS using the same approach? Oliver's approach does not require any CAB files, goes directly to Microsoft Store and downloads the right app. Still, there were a couple of challenges:
- How do we indicate which language is needed? AP can't really communicate with a person that provisions a machine by showing additional dialogs, etc, like SCCM would do it;
- Since Oliver's script changes only the language of the currently logged on user via scheduled tasks, in case of Autopilot it will be a "DefaultUser0" plus there is no possible way to make it run scheduled tasks, and we can't service the default language in the Default Profile offline with DISM commands, we need to find out how to "apply" regional settings to each new user.
The second one is "Want to add a second keyboard layout?" - if you answer "Yes" and click "Add layout" that gives you a huge list of all languages Windows supports. I decided to use that list. You can see it in the header of this post - it has absolutely everything there.
