Does the embedded app allow a web user to fill out and submit a form?

Yes, absolutely. And much, much more. 

Basically everything you can do with ParaSQL, you can embed. The main limitation, of course, is that as a publicly accessible app embedded in your website it does not have a logged in user associated with it (actually it does, but that user is called Public). So you can't reliably tell user A from user B when using a public service. Other than that, no other limitations.
