The Partnership Proposal

I submit the following Proposal for consideration by Friend Computer:

{Create a Red Rule, titled "Secret Societies":

{There are to be no Secret Societies. Speaking of Secret Societies
(other than in Pig Latin, rot13, or a similarly strong encryption
scheme) is Treason.

Any Citizen can create a Secret Society, specifying a Charter for the
Society and a set of at least two consenting Members (its Membership)
different from all other Secret Societies' Memberships. The Charter of
a Secret Society can specify ways for the Charter to be modified. The
Membership of a Secret Society can change only as its Charter allows,
cannot become the same as the Membership of a different Secret
Society, and cannot come to include a Citizen who does not consent to
being included in the Secret Society's Membership.

Secret Societies can own Plasticreds, but are not Citizens and cannot
become Citizens in any way. Members of a Secret Society can transfer
Plasticreds on its behalf as its Charter allows.}}
