Revised service firm assignments

The Computer hereby revises service firm assignments as follows:

* Remove "in an alternating fashion" from each mission statement,
as the wiki has obsoleted this practice.

* Citizen : whichever of comex or Grov first volunteers for
this assignment
Service Group: Internal Security
Service Firm : Vote Maintenance
Mission : Publish voting results; The Computer hereby says
that adopted proposals take full effect when
their voting results are so published. Update
the "Recent votes" documents.

* Citizen : Zild
Service Group: Power Services
Service Firm : Chern-O-BYL Memorial Nuclear Tractor
Mission : Organic reactor shielding duty.

The Computer also points out to Citizen 0x44 that eir duty to publish
proposals is not conditional on the publication of voting results for
previous proposals.

I suggest that whichever of them volunteers SECOND also be assigned to
reactor shielding duty along with Citizen Zild.
