Protosal: Sector IOA "caucus" procedures

(Flushing buffers … this was written back in the winter when the US
was undergoing our Democratic Process, and the Iowa Caucuses
specifically. I never quite finished it or felt it was quite right,
but thought I'd post it anyways for Mandatory Laughter Period : )

A "caucus" is a procedure by which The Computer can solicit feedback
from citizens in order to [...] about The Computer's ultimate
independent selection.

At the outset of the Caucus, The Computer will present a selection of
options. Each option will be assigned a particular corner, hallway,
confessional, chair, jackobot or WatchfulOlderSibling Camera, around
which citizens will gather to indicate their support for the option
represented.

After a period of 15 minute-cycles, or whenever The Computer desires,
all clones shall stop moving. During this time, The Computer will
determine how many Clones are near each option-designator. The option
with the least number of Clones is obviously tainted by Communist
influence, and all Citizens in support of it are Communist
sympathizers, and as such Treasonous scum. They shall be immediately
Terminated.

After this first "round", the new clones of the terminated citizens
shall be brought back to the Caucus. The existing groups will attempt
to convince them to stand near the object representing their favored
option.
