The Computer's task force on the resumption of rule-modification-based
time-cycle expenditure has determined that interleaving rules
modification with creative narrative has the unique qualities of
improved cross-Citizen interaction and the potential for a wider and
hopefully higher level of Citizen creative involvement.
The following is an Orange-level proposal {{{
Create an Orange-level Rule in Section 2-3 ("Adopting proposals"),
presumably as Rule 2-3-5/0, entitled "STORY requirement" [[[
All proposals must – by the time of adoption (should the proposal be
adopted) and in order to be adopted – be accompanied by a "Secure Tag
of Original --REDACTED-- Yarn" (STORY).
The STORY must be composed by a Citizen other than that who made the
Proposal, and is comprised of one or two parts:
1/ [REQUIRED] A reasonable alpha-numeric identifier (e.g.,
"b639-5cb8067c6052", "a3202j4ndlk3l/RFFFF/102D",
"AAAAAAAAAAAAAAAAAAAAAAB", "7")
2/ [OPTIONAL, encouraged] An original narative about non-player
Citizens in Alpha Complex, with no length limit or requirement.

It would not be unreasonable for The Computer to award a Commendation
Point for the best STORY provided by Citizens Proposal, regardless of
the status of the Proposal's acceptance.
