Create a rule in Section 3.4 (Citizens, Clones) entitled "Clone
Degradation
and Tics", with clearance Green, as
follows:

Upon the incrementing of a Citizen's Clone number to an even number,
the Clone will be considered to have undergone a degradation, which
will leave the Citizen with a permanent and recognizable Tic. The
expression of this
Tic
should be present in all messages from the Citizen to the Public
Forum.
After the message or messages to the Public Forum which designate the
incrementing of a Citizen's Clone occur, the Citizen has a maximum of
three (3) messages in which to overtly, but not directly, exemplify
their
Tic.
Non compliance is considered
treasonous.
As such, and as per the rules in Section 7, a Citizen may request
the
adjudication of a statement such as "Citizen Foo has no Tic as
required
by
the rules". Note that there is no requirement that the Tic be
explained
or
described, only that The Computer judges the truth of the
statement.
