Citizen Jsled is trying to subvert the democratic principles of Alpha
Complex by submitting unauthorized proposals in violation of Housing
Preservation and Development and Mind Control Regulation 3C54-1681.
Which states in its entirety:
In order to dissuade unlicensed proposals, and to better educate Alpha
Complex Citizens (excluding all inhabitants of Alpha Complex with
Infrared Clearance, non-Infrared Cleared citizens with criminal records,
mutants, and Communists, excepting those members of Internal Security
who have been vetted in accordance with Internal Security Internal
Regulation ISHP3-123d/Q and duly authorized to engage in
counter-Communist espionage, and any bots) regarding the proper
submission of all proposals, request for comment, regulation
publications, and other modifications to the duly constituted rules and
ordinances, only proposals on official Housing Preservation and
Development and Mind Control Form 3C/Q Proposal Submission Form will be
accepted as valid. Any documents purporting to be proposals, submitted
to the Housing Preservation and Development and Mind Control Proposal
Management Service Firm on any other form, sheet, or document will be
discarded. Failure to comply with Housing Preservation and Development
and Mind Control Regulation 3C54-1681, will result in termination
pending declaration of treason of the Citizen in question, except
insofar as the Computer should show leniency in light of past service to
Alpha Complex.
The Official Housing Preservation and Development and Mind Control Form
3C/Q Proposal Submission Form can be obtained after submitting an
official Production, Logistics and Commissary Form 9A-1 Form Request
Form to your nearest Production, Logistics and Commissary Officer. Upon
receipt of a properly filed Production, Logistics and Commissary Form
9A-1 Form Request Form, you will receive an official Housing
Preservation and Development and Mind Control Form 3C/Q Proposal
Submission Form within 3 daycycles. This form must be filled out and
submitted within 2 daycycles of receipt and is only valid for a single
proposal submission. Each official Housing Preservation and Development
and Mind Control Form 3C/Q Proposal Submission Form will have a unique
identifier which will be cross-referenced against the Housing
Preservation and Development and Mind Control Form 3C/Q Proposal
Submission Form database, and further against the Production, Logistics
and Commissary Form 9A-1 Form Request Form database, should that Service
Group choose to develop one.
Except where specifically prohibited in Housing Preservation and
Development and Mind Control Regulation 3C54-1681 paragraph 2, members
of any Housing Preservation and Development and Mind Control Service
Firm may submit an internal Housing Preservation and Development and
Mind Control Form 3C/Q Proposal Submission Form Request Form to receive
an official Housing Preservation and Development and Mind Control Form
3C/Q Proposal Submission Form.
As is immediately apparent, the purpose of this regulation is to ensure
efficient processing of all properly authorized proposals. By submitting
fraudulent documents to the Proposal Maintenance Service Firm, Citizen
Jsled makes a mockery of the entire democratic process, and subsequently
devalues the contributions of those citizens who have submitted
proposals in the authorized fashion.
Pursuant to 3C54-1681, this Service Firm requests that Citizen Jsled be
found guilty of Treason for his fraudulent activities and that his
defective clone be terminated.

change instituted as a Rule by a vote of the Citizens, in the
established procedure. To say otherwise would be to flaunt and
attempt to usurp the Rules. And as per Rule 5-4¹, all citizens shall
always obey the Rules. You want to Obey the Rules, don't you,
Citizen?

clarification of what the Proposal Maintenance service firm considers
proper Proposals. There exists no Rule or Adjudication defining how a
Service Firm must approach the task set before it. Therefore, after
careful consideration, this Service Firm chose to ensure that all
Citizens would be equally able to present Proposals by choosing to limit
the possible number of proposals a Citizen can present per week-cycle.
The regulation has been in place for two week-cycles without complaint
from other Citizens, why are you so important that you feel you can go
around established procedure to the detriment of your fellow Citizens?
