To all Starfleet personnel, you are requested and required to restrict use of
replicators to no more than 1 meal per day, and no more than 1 item of 1 cubic
meter or less per week.
All departments should find ways to cut 10% power usage as well. We are short
on resources, and it has come to my attention that the members of Starfleet are
relying on their replicators to solve any shortfalls. This is reducing the
resources we do have for the Civilians and for reconstruction of the city
itself. This must stop. I will enforce this if necessary, but I would prefer
voluntary compliance with this directive.
Medical usage is exempt from this restriction, in the clinics and hospitals but
should not be abused.
We have 1 industrial replicator supplying the needs of a population that should
have at least a dozen of them, and the personal replicators are nearly
non-existent for anyone outside of Starfleet. We are here to help them, not the
other way around.
I suggest all personnel find ways to do things without using any additional
resources than personal man-power. Ideas can be submitted to Operation for
better use of our resources, as well as requests for short term additional
resource usage for special projects.
If we cannot live within our resource means then steps will have to be taken to
ration the resources we do have.
