Turning to Lox and Cait, it was apparent that Vin was drained.  But he pressed forward.  "You two on the other hand are Chiefs of your respective fields. Expect a less hands on approach then you are used to, you are on a base now. It's not like on ships where you are in each other's back pockets and you can attend to everything."

 

Focusing on Lox, Vin continued his Australian accent slightly thicker than normal. "You have a swag of tasks ahead of you mate.  Building construction, dome maintenance, power relays and most importantly given the recent quake. Preventative and predictive measures for natural disasters.  This dome may be massive in size, but we all live under it.  Maybe you can take something from past engineering such as Tokyo's buildings, how they managed to make them quake resistant."

 

Justin scrutinized the PADD he had been handed.  "Less hands on.. more time for tinkering.  That could be fun." He looked up at Vin "Sir, there is a lot that must get done right away, mostly to the dome itself if we are to survive.  What sorts of limitations will I need to ferret out? Also, what sort of supplies are on hand?  These will be the top questions I will address first.  Repairs on the Dome itself.. emergency repairs are mostly done since the last quake, and unless he have another, they should hold till we can get back to them with a proper repair team.  I've got a few ideas on how to stabilize things as well."  He grinned, challenges were always fun.

 

Addressing the Chief Engineer's questions straight away Vin spoke in a 'matter of fact' manner.  "Limitations are that you have limited Starfleet engineers, and the civilian engineers that work underneath you will always look at the quickest way of doing things.  They figure they don't have to comply with Starfleet regulations.  Two, for a resource rich world we are currently short on supplies, replicators and such, but I am only getting some information regarding that.  With the proper appointing of Lieutenant Commander Saladin here he will be able to give you a more definitive answer to how many resources we do actually have.  Just give him a little time.  He has a lot on his plate to catch up with."

 

The Commanding Officer paused as if considering something else, and then as his features reflected his thoughts he spoke, he continued "Also you have appointed underneath you an Engineer.  One Master Chief Tari Adin.  I need to keep you aware that it appears her last command was not very happy with her performance.  In actual fact she was asked to resign however she chose to remain.  I request that you assess and test her performance..." pausing to consider a timeframe, Vin continued "and give me a backbrief in three months time.  If she is not performing up to a standard that a Master Chief should be we will have to look at other options for her career.  Master Chiefs should be very capable.  Ensure that she is kept and remains very busy."

 

"Understood Sir.  " Justin replied.

 

Justin made a few notes on the PADD he was given, looking over the last few attempts to get to the miners.  He had less than 48 hours to either save them or fail, and he has almost nothing in the way of resources left for such an operation.  It was a good thing he came with equipment on the shuttle.  A plan, a rather far-fetched one at that, was already forming in his head to get to the miners.  They had tried digging, drilling, phaser-ing, even transporters... but what he was planning to do was just short of totally insanity.  If it worked he would save all of them, AND it would create a pressure valve for the pressures on the dome, and if it didn't.. well the miners wouldn't survive, there wouldn't even be remains to honour later.  It was also possible that it could cause another quake and split the dome wide open.  That was something he had to find a way to prevent.

 

"You on the other hand Mrs Blake..." his dark eyes although somewhat friendly towards his old friend also seemed to penetrate her guise too as if assessing something.  "You received the bulk of personnel from Starfleet at this point in time, therefore you have to assign people to departments, you also will have civilians working in your new medical facility which is being created." He knew it was a hard ask but he had to mention it to the diminutive woman "You have to step back too, you are a Commander, you have to Command.  Think of here as if you are the administrator of a whole hospital, you don't just have a med bay... which is the actual fact."

 

Cait nodded. "I take it there's only the one medical facility to serve both the civilians and Starfleet personnel?"

 

"Your assumption would be correct." Answered the grey skinned Captain.  "The medical Facility that will be built here will also serve as the prime medical facility for the planet, if not the system.  Eventually plans are even to include teaching facilities, how fast that occurs is due to your management and the resources we can provide."  Vin shot another look at Saladin, just to ensure that he was not feeling the pressure.  A lot of things hinged on this man's ability to allocate, distribute and manage.

 

Marcus added notations furiously as he began to forsee the possible scope of his role. This was no Vimy-Ridge, it was an entire planet. Still, his features remained calm, he'd take it in stride, logically and calmly. The one time he didn't respond so peacefully was bound to bring him problem on top of problem.

 

"Finally Captain Vilqa will be serving as the Strategic Operations Officer." The statement was made so that all were aware of Captain Vilqa's role for the time being, but Vin did also look at Vilqa again just to confirm full acceptance. However Vin again turned to Saladin "Captain Vilqa will need to be working closely with you Commander Saladin, just to ensure that you don't step on each other's toes when it comes to the distribution of manning and supplies."

 

"Of course Vin," she shifted her head upward slightly to look at the demi-cardassian, "I am certain any toe crossing will be dealt with swiftly and we will find a way to work efficiently without too much incident."

 

Saladin gave a brief nod of acknowledgment. He had wondered with K'ylana would be positioned, but knowing her background and training it made perfect sense. He didn't allow is mind to wonder over how it would affect their current relationship, there was too much else to think about. He would take it in stride, they would see where things went.

 

Turning back to the demi-klingon Captain Vin spoke kindly "K'y as part to our previous discussion I believe I have that person you require... I just need to discuss it with them first."

 

"Very well Vin, send them to me once you've established what you need. I want them as involved as possible; especially local security liaisons,"K`ylana continued, "If we are the black eye of the planet it's best I keep my foe close by."

 

"With that ladies and gentlemen, if there are no more questions this... first meeting is adjourned."  Vin collected what was his and prepared to leave before pausing to state in a rather formal, semi-forceful manner "Oh, Commander Caitlin Blake..."

 

Cait hadn't exactly been rushing to leave as she really needed to speak with Toby while Marcus was available. At Vin's rather forceful call, she turned her attention to him. "Yes, Sir?"

 

His demeanour relented and he smiled.  "Just trust me when I say that drinking too much of that stuff is not good for you.  The local bean is literally addictive..."

 

"Then it's a good thing I'm not drinking the local brew." The old familiar gamine grin lit up Cait's face. "I came prepared."

 

Toby had not moved, he was planning to speak to the two most likely culprits right after the meeting as in, maybe not even giving people a chance to clear out. Meanwhile he took notice of where his office was located, and what things had been reported, besides the fight and the tunnel collapse, that he'd need to deal with.

 

Marcus nodded to Toby, to show he would be ready for a conversation, investigation, interrogation...as soon as Toby wanted to plow ahead. His more rational almost vulcanesque side of his personality began to take over, a defence mechanism perhaps, or maybe just what he was more comfortable with considering the situation. In either case, he was prepared for some disciplinary action. He made a wry smile as he thought to himself, "Welcome to Paradise."

 

Justin continued to think and work on his plan as he half-listened to the rest of the meeting.

 

“Commander Lox” spoke Vin as he was halfway up the amphitheatre stairs towards the exit.  “Don’t think I didn’t notice your distraction during the meeting.  I expect full focus next time.”  Was it that the Captain was irked with the earlier interruption during the meeting?  Whatever it was the Lieutenant Commander was now on the Captain’s radar.

 

Standing up, K`ylana tapped her padd against the table softly a couple of times then stepped toward the door, it was an odd to be sitting at the table with what was her crew and be on more even ground than ever before. They were now Vin's crew and she knew it'd be a struggle to not interject when she saw fit.
