It was an ice planet. Significant in size, near comparable to Jupiter...

This was a massive undertaking for any alliance, Federation or
conglomeration. This planet was meant to be a symbol of peace, what people
could achieve together. Instead the discovery of incredible vast resources
made it a valuable gem to be sought after. It was almost as if
(symbolically) this was a Jupiter sized diamond.

Once begun and gradual discoveries occurred, more and more races laid claim
to what was originally outside all territories.

But modern expansion meant that due to current territorial lines, it was
within Starfleet's jurisdiction. The peace keepers of the universe had
their own claim. Reluctantly due to tension and in-fighting and possibly to
Federation political involvement it was accepted that Starfleet should
become management of the planet until true claim could be sorted out.

The terraformers were pissed. This was meant to be a project of peace, a
competition for several of the sectors greatest to show off their skills.
Instead their art was rushed in order to make the planet habitable. So
instead of complete creation they had to settle for creating a number of
areas, domes. Massive in size the domes were, capable of supporting
millions of lives. The engineering feat was incredible, let alone the
artistry inside. Beautiful stunning mountains, rivers and deserts of life.
Different climates, different environments were chosen for each. But then
their art was dumped on. The people came in droves, scurrying like rats and
creating makeshift living areas, laying claim to portions of land that
essentially was not theirs. Still the terraformers held hope... the rest of
the planet was to be finished yet. And the most difficult undertaking was
yet to come.

The engineers paved the way for the mining to come. The five massive molten
core heating drills discovered rare and precious minerals that could be used
for travel, energy and even trade. Several mining shafts were created.
Some legal, some illegal and not known about. It was hard to track what
exactly was under the sheets of ice outside the domes. Too many people had
come and there was no control in place until Starfleet came.

Starfleet, it was generally felt that Starfleet were getting involved where
they didn't belong. But they did belong. This was still effectively a
Federation planet, many of the citizens could track back a link to the
Federation in some way, but these people lived on the edge of the Federation
for so long that they felt distanced from it, and definitely did not
appreciate 'Big brother' coming back to assert its dominance.

So as this planet was a planet full of problems, Starfleet sent a Captain to
deal with it. Formerly a science officer so able to understand the
complexity when deal with the terraformers. Formerly a Captain within the
14th Fleet, so near enough to the Fleet to be able to relate to the area and
call on aid if needed. They believed the demi-cardassian and his strict, no
nonsense approach would be what the planet needs. But a lot has changed in
the last couple of years, he is not the same. Some ways he is better,
others... well, the governance of this planet is still hopefully in good
hands.

Meanwhile the USS Vimy Ridge, battle broken and in dire need of a retrofit
has decided to pass on most of its crew to the Planet nicknamed Paradise-IV.
Its crew dispersed amongst the multitude of positions requiring to be filled
on the planet, they have aided in the planet's first challenge.

You couldn't call it an earthquake due to the fact that this planet was not
called earth. But it was terrible. A massive tremor causing serious loss
of lives and on-going problems. Yes in the rush to create these fixtures,
domes and housing, preventatives and safeties were disregarded. Of course
there was a tremor, the core is shifting and the tectonic plates are
expanding due to rapid heating. These things will be common, but how does
one prevent future occurrence of this. Only Starfleet will actually
implement any solution, the civilians on this planet won't budge.

There were other events of note too. Despite heroism on the most part for
Starfleet personnel, some personnel decided to get into a bar fight. Cause
their own tremors on the social structures of the planet. Some would say it
was a melting pot, just waiting to happen, but as Starfleet have to work out
a way to prevent or predict the tremors on the planet, so too their will
have to be measures in place to prevent the tremors in social standing. To
this a liaison officer will need to be appointed, a peace keeper.

Then, there was Graves... well. What could be said about that?
