[Outside Colonial Shuttle Landing Facility]
"Command Center this is Lieutenant Commander Cho'Lu,
advise the Patrol Division's shift supervisor to meet me at the main warehouse collocated
with the shuttle landing facility.
Cho'Lu out." Yim'Bar had
received a communiqué from the Operations automated center. It was from commander Lox. Security had been tasked with routine patrol
increases in the are scheduled for every two hours. Manpower being what it was this might afford
a chance for the olive branch to be strengthened.
The Marshal Service was still insisting that only a few
Starfleet Officers be allowed to 'Observe' their operations. In Yim'Bar's mind this was completely
unacceptable, he still needed a break.
The two forces were working well together, when they worked together but
there was a chasm that had to be bridged for cooperation. Perhaps this security detail was that
opportunity. The risk was high. If the colonials failed to secure the site or
something came up missing the relationship would be further strained. That was
the issue all the way around for both sides, neither wanted to give but both
wanted to take. Yim'Bar had decided to
take a chance and include the Marshals on this critical detail. The facility would secure the main resources
for the upgrades to an entire section of the colony, something everyone
benefitted from.
Yim'Bar arrived at the facility, it was a joke. It had windows all the way around the
perimeter, high up but definitely unsecure.
There was no real fencing to keep people away from the building. The external lighting was inadequate, and he
could see no less than four entry ways other than the large gaping entries for
the supplies. The building looked like Swiss
cheese from Yim'Bar's trained eye.
He walked up to a door.
He grabbed the handle hoping it was locked. Shock, it wasn't. He opened it and walked in. The room was large and a hive of
activity. He stood watching the
movements of the cargo from place to place twice dodging a couple of people
moving items around. They smiled at him
and continued their work. He noted that
none of them were identified physically as belonging to the place. He shook his head.
"You okay sir?" a man yelled over the ambient
noise of the space.
"I am fine." Yim'Bar yelled back.
The man continued his business moving storage units from
place to place.
"Commander Cho'Lu, you called for me?" a young
sergeant from the Marshall service asked as he approached Yim'Bar. He was a tall human with a solid
physique. He was smart and level headed
as far as Yim'Bar could tell. He seemed
eager to move along in his own chain of command. Yim'Bar had considered inviting him to apply
to the Academy but he was not here to recruit Security Officers, just bridge
the chasm. He told himself that very
thing often, 'bridge the gap' he would think almost aloud.
"Sergeant, tell me what we need to do to secure this
location? Operations wants us to patrol
it every two hours at a minimum."
"Sir this place is like Swiss Cheese, I walked right
in." the sergeant replied.
"Really?" Yim'Bar said sarcastically, the sergeant
chuckled slightly at the Andorian's humor.
"What would you do to make it safe to store the future of Sector
Two and possibly Three in here?" he continued.
"Video surveillance, fences, manned patrol, permanent
security on the windows, ground sensors, limited access and egress points, and
some form of identification for internal personnel. The Black Market is going to clean this place
like Christmas sir." The sergeant stated.
"I fully agree.
If I assign you several Starfleet Officers and allocate three units,
your choice from the Marshall Patrol Division how long will it take you to
implement as much of those fixes as you can?" Yim'Bar said typing on a PADD. "Know that you will not get everything
you want and will have to adapt with the plan according to resource allotment. Are you willing to oversee this project as a joint
effort between us?"
The sergeant thought for several seconds obviously weighing
the thought in his mind. Yim'Bar feared
he would not go for it. "Sir, I
will do this but I am going to need your assistance in order to be successful."
"Of course sergeant.
It is ultimately my responsibility if the security fails on this
site. How can I help you succeed?"
Yim'Bar tried to hide his inner excitement, this was the first pylon being laid
in the bridge to their mutual success.
"Lieutenant Winters needs to be disallowed access to
this project," the sergeant said plainly.
"The lieutenant is your immediate supervisor, that is
not a valid request. I cannot supersede
your individual chain of command sergeant." Yim'Bar said flustered. He had suspicions about sickness reports and
other small infractions of discord from the lieutenant but this was a unfathomable.
"Then sir, I respectfully decline the opportunity,"
the sergeant stated.
"Sergeant, this is a huge opportunity for your
career," Yim'Bar appealed.
"Are you sure?"
"Not with Winters sir." The sergeant was obviously not about to
change.
"Sergeant, is this a personal problem between the two
of you?" Yim'Bar asked reaching for
the root of the issue, hopefully something easily remedied.
"No sir," the sergeant replied flatly.
"I need more sergeant.
He is your supervisor and I have not observed any hostility between
you," Yim'Bar retorted, "What is the issue?"
"I do not trust him sir." The sergeant was hesitant as he
continued. "On three occasions
since your arrival we have lost officers in what should have been routine
arrests, sir. In the beginning I
believed it was just coincidence. Later
the rift. But three sir and the last one
was a seasoned officer, a mentor of mine who would never have allowed himself
to be taken the way he was. I believe
Winters by action or inaction is involved.
If you put him in on this, the colony will never be what it can in time
with Starfleet on board. Frankly, I
would like to see you guys succeed sir and fear with Winter's that will not
happen as you folks have planned it."
Yim'Bar felt the acid in his stomach move. Winters was a liability. Even if the sergeant was mislead in his facts
the trust between the two was apparent.
Winters might be more trouble than the sergeant even knew. Yim'Bar decided to go out of bounds for the
cause. "Sergeant, I will assign you
this task and keep Winters out. I need
your declaration of intent, will you serve Paradise Colony lawfully in your
capacity as a Colonial Marshall?"
"Of course sir, and I accept, " he replied with a
visibly renewed pride.
"Okay forget your duty, Sergeant, will 'you' serve this task with your honor
and your name at stake?" Yim'Bar said.
"The sergeant smiled, never thought I would like a Big
Blue Man. Of course sir. You can count on me," the sergeant replied.
"Okay beef up the patrols and get started I will send some people to assist you. Let's
secure this place." Yim'Bar said and the two stalked off to find the
warehouse supervisor to begin the plan that would insure the future for the
colony as best as two men, two associates, two newly budded friends might.
