"Captain.  Admiral Staff is waiting on communication with you, the Amphitheatre has been set up.  Sorry to say Sir, you are late."  Lieutenant Commander Veraile stated to the demi-klingon.  Truth be known, Captain Vilqa never received the communication that she was requested in the first place, it may have been external communications were starting to work quite well but messages on Planet were more or less unreliable runners.

 

"Late? Please explain to me how I am possibly late by your ineptitude to contact me within a reasonable time?" Vilqa's mood was less than good; but lately when had she been more than to the point? Walking into the amphitheatre she snarled at the Lieutenant and tossed her PADD onto the table so that it jumped in place.

 

On arrival to the Amphitheatre, significant differences were evident from the last time Vilqa was in here, the Staff meeting with Vin where she was assigned as Strategic Operations Officer of Paradise-IV.  While the need for the position still existed in Paradise-IV, Vilqa was about to be re-assigned though she didn't know it.

 

"Nice to see you in a pleasant mood there Captain" spoke Admiral Staff.  There he was standing before her, for a moment the reality of the situation was not clear, the fact that the Admiral was physically present was an impossibility.  But then the shadow lifted for the realisation that this Amphitheatre was set up for holographic communications.  The Admiral may have been photonically present, but he was in reality light years away.

 

Vilqa let a slow, laboured breath escape her lips as she calmed her demeanour. Watever mood the Lieutenant put her in she knew she was not to pass on her anger to the Admiral she was about to speak with. Her head tilted back as she heard the voice before seeing the male. Slowly her fist clinched then released, "Forgive me Sir. It seems we have some issues with Communications that are still outstanding."

 

Her eyes focused on the Admiral for a moment, "My mood is quite irrelevant as it were." Her tone ever so slightly eased up, "How can I help you Admiral Staff?"

 

"I am understanding of communications issues.  I have been receiving intel on what has been happening on ... what has it been coined ... 'Paradise'.  The fact that I am speaking with you now in this manner is proving though the efforts of the personnel.  Still, I digress Captain." Staff took the moment to pause and reflect within himself on what he was about to say to Vilqa.

 

Realising that communications has been less than perfect the Admiral decided that the best course of action for what he was to say was to give all the information he could to Vilqa and not assume that she knows anything. "Captain, an agreement is being sought between the Federation and the Xeleucians as we speak, due to many reasons... the situation is less than ideal for the Federation, but war is not our way."

 

"As a result of negotiations, and re-structuring, the Fourteenth Fleet has been downsized.  Many of its major assets being re-assigned to bolster other Fleets.  In time this does mean that the Fourteenth will be re-invigorated, but without a base of operations... the Fourteenth is going to have to be smaller than it once was." Admiral Staff continued to explain.

 

"These decisions, and some of his own, has led to Brigadier Luta walking away."

 

"Explain Sir?" The Captain looked toward the Admiral untrustingly. "An accord was signed? Unless something is signed and we have Xeleucian retreat I do not know if I can believe war is by the wayside. I met these face to face in battle, they are not to be trusted." Her jaw visibly tensed, "Forgive me Admiral but I must speak bluntly. How long has the Federation known this? Is this truly why I was asked to give up the Vimy Ridge?"

 

Her face reddened with anger, "We have given up our Starbase and given in Admiral..." her eyes narrowed even more, "We are left with weak defences Admiral it's no wonder Luta has walked away! A bloody death sentence has been signed on this colony and the Fleet Admiral. If you need me on a vessel to fight, tell me and I will go." She was smelling blood, her senses suddenly fully awake.

 

"Hold a minute there Captain." Staff's tone was forceful, but he knew more of the pieces at play here.  Time ticked by before an answer... purposefully put there so that the Captain was given the time to breath.  Succumbing to time the Admiral continued in a less formidable way.  "I can give you answers.  "An accord is being created.  Not yet complete by any standard, but still overt displays of violence will not be tolerated from either side while peace could be the answer."

 

"You were asked to relinquish the Vimy for major refit and service, the decision to relief you of your command on the Vimy comes with what I will be asking of you... WAIT." The Admiral could sense that the half blood Klingon Captain was about to become volatile. The pause gave way and he continued.  "Due to Brigadier Luta leaving the Fourteenth was almost abandoned.  I however was convinced to have it remain, and due to it being a smaller fleet now, have decided to assign the Fleet to another Admiral, one that has worked her way up in the Fourteenth to where she is today."

 

"That Admiral is you K`ylana Vilqa."

 

"Admiral," she was still tense and angry it would take more than a few mere seconds to calm her brooding mood, "Sir truly me Admiral?" she shook her head, "I am not ready Sir. Not for that." She still wanted blood right now. Be it her dreams, be it her mood or the shocking news of an apparent sudden cease fire and near dismantling of the fleet. Above all the loss of Luta.

 

He had been the thread that kept the fleet aligned even after Spartan had left. "Are you certain Admiral I am the right person. How about Dharmajiva?" Her head shifted to hear the man's response. Her place was in the midst of things, she had fight in her still.

 

"Dharmajiva... he's a pup compared to you Vilqa, I believe you were once his Executive Officer were you not?" The Admiral responded.  "Although it does say something for the man if you would believe he ready for the position more than you? Is that the case?" The question was rhetorical, he didn't want it answered, he more wanted the demi-klingon to have confidence in herself. 

 

"Besides, Dharmajiva is lucky at the moment to be in command, there are issues with him... some of which I believe have come into fruition.  Isn't he in the Brig right now?"

 

K`ylana shook her head, "Sir at one point yes, Dharmajiva served under me." she thought ever so briefly a thought that she quickly squelched then looked squarely at the hologram, "No Sir. Dharmajiva is not ready." She now thought of herself alone, "Brig?" her brow raised inquisitively, "Sir I have received no word of Dharmajiva being in the brig. Certainly heads are going to roll as information has clearly yet again not been forwarded to me."

 

"Well, then ... Admiral? ... you should sort things out, for Captain Dharmajiva and Paradise-IV is now under Fourteenth Fleet Command." Staff questioned whether K`ylana actually formally took responsibility for the Fleet.  The promotion too would be at this time temporary until certain circumstances were fixed, but a formal Ceremony would come later when an Admiral could physically visit the planet to do so.

 

Her tongue clicked against the roof of her mouth, "Dharmajiva will be top of my list to visit and determine what has occurred. My current role on this planet will need change Sir." a pause, "Am I to remain here for the time being?"

 

"Consider your role changed, temporarily you will have quarters, office and staff assigned to you there until such time we can organise the construction of a Starbase." The Admiral was pleased with K`ylana's decision.  "But let us now talk of the Xeleucians and our plans for Starbase 517... after all the prime directive is sort of contrary to the Xeleucians holding on to the Starbase."

 

"Understood," hands clasped as she moved slowly through the room and watched the hologram, "I do not like the fact that the base is a negotiation factor. She's a vital part of our fleet Admiral. To give her up is asking far too much in my opinion. Is there any negotiation room?"

 

"The area is non-negotiable... the Base however is not.  I believe it is something for us to discuss in private Admiral."
