[Takes place 2 days before the Hospital Ceremony]

Chip followed the Ground transports carrying the four large containers that had just arrived to Paradise, their destination was Billiton HQ, One would stay there, the other three would be going just a bit further.

One of the four cargo containers was being placed under armed guards inside the Billiton Complex, the other three, just inside of the gate.

As soon as the cargo was safely inside the gates, Chip and his security team began walking down the street that the towering complex was built on. Row after row of humble and crudely put together shacks lined the street. 

Chip started at the closest shack to the complex, and worked his way down the street, once at the end of the block, he went to the other side, and worked his way back. Each person greeted him with hesitation at first, but soon that hesitation turned to happiness when they found out what Chip had planned. 

Chip made his way back to Billiton's Paradise HQ, once back inside Chip ordered the engineers who had been working on unloading the three unguarded crates to begin on phase one of the neighborhood redevelopment. The engineers would start with a few houses per day, training the locals how to construct each aspect of the new modular constructs, and by the end of the next couple weeks, most of the able bodied locals in a one block area should know how to construct the homes.

Chips mother had taught him the value of being a charitable man, and he couldn't continue to work and live in such conditions knowing these people were living in such shacks.

Billiton still needed to secure permits for the power lines that would lead from small power reactors that would remain inside the secure walls of Billiton's facility, to the homes, they would power the block, allowing for a better infrastructure for at least this neighborhood. And reduce the usage on Starfleets limited resources.

Many of the neighbors had a hand in constructing various parts of Billiton's mining operations on Paradise, however when the war broke out, construction of new projects greatly decreased leaving many of these people without a steady job. Chip intended to use this project as a means to find some more able bodies workers amongst the locals, and hopefully begin utilizing them in upcoming projects.

Chip sat back in his chair and said to his Chief of Security " Give a man a fish and you feed him for a day; teach a man to fish and you feed him for a lifetime." the Klingon looked at him, not really knowing this Chip, this was not the same man who had taken of Billiton, he was a new man, a better man.
