“Lieutenant Commander I intend to file a formal protest.  You had absolutely no right, jurisdiction or authority to appoint Sergeant Barnes to a strictly Starfleet operation without my permission and oversight.  That man simply is not in your chain of command.  This is outrageous.  I knew the Federation had come to take over!  Now everyone else will know as well.  You are through, fleet.” Lieutenant Winters of the Marshall Service was fuming and screaming.  His voice easily carrying outside the office into the control room area where he chose to ambush Cho’Lu. 
 
Yim’Bar had to admit that the Lieutenant was correct in his observations but he needed to point out his own logic as well and sensed that the Lieutenant though screaming of jurisdiction had ulterior motives behind his formal complaint.  “Lieutenant, we have come too far to get distracted by something this simple.  The Marshall Service is doing a fine job on securing this vital resource that we all need and share.  This is the perfect opportunity to build unity and show the colony we can all work together as we should have begun months ago.”
 
“This flies in the face of unity, Fleet.  You are taking over.  How can it be judged any other way?” Winter demanded furiously.
 
“I just do not see it that way,” Yim’Bar said purposefully calming his voice in an effort to settle the lieutenant.  “Perhaps there is more here than I understand.  Marshalls are in charge and have Starfleet personnel working  under them in this particular role, how can that be considered a takeover?”
 
“Why is it that the Federation always seems to think they can have their way regardless of the reality of the situation.  Sergeant Barnes is a Shift Supervisor not an officer.  He is incapable of the necessary leadership called for such an important job as securing the main warehouse.  His functionality begins and ends on the streets patrolling thirteen hours a day.  It will be a tragedy if he fails, far worse than even your assumption of command.  He will fail and it will cost the colony in the long run, more than we are willing to pay.  Besides, he is my man and I am his commander.  It is my responsibility to assign and oversee him.”
 
Yim’Bar recalled what Sergeant Barnes had spoken to him in confidence, the sergeant had stated that Lieutenant Winters would protest the assignment and desire to oversee this important function himself.  He had also stated that he would not take the job if Winters were in charge.  “Lieutenant, I have had a transfer arranged for Sergeant Barnes and his team.  He is on temporary assignment to the Federation and is under the direct command of the Security Department.  He reports to me now and for the duration of his security detail at the warehouse.”
 
Winters turned almost purple.  The next few words out of his mouth were unintelligible sounds more than words.  After a few seconds of rage he settled enough to be understood, “I assume you have all of this documented? So I will not ask for that but know this.  While you have endeavored to do the right thing in this instance you have made a costly error in judgment.  Sergeant Barnes will fail and you, no we, will all suffer great loss in materials.  Your precious dream of taking over Paradise will fail and you will find yourself once more in the hind end of the galaxy, tending prisoners.  Of this I am sure.”
 
Yim’Bar said nothing but noted Winters’ remarks.  As far as Yim’Bar knew he had never before discussed his previous assignments with Winters or anyone else in the Marshall Service.  Winters knew more than he should, he knew too much.  “I am sorry you feel that way Lieutenant.  If we are going to succeed together we, you and I are going to have to see things eye to eye...The partnership begins with us.”
 
“Exactly! You blue skinned snow eater.  Know this, you have initiated our failure, not me.  This is on you, Fleet!” Winters said as he turned on his heel and practically knocked the door off its hinges exiting.
 
“Have a good day Lieutenant.” Yim’Bar said to his back as he stormed through the outer offices.
 
Winters replied by raising his right hand over his head, balled his hand into a fist, and extended his middle finger...
 
“So much for diplomacy.” Yim’Bar whispered under his breath.
 
“Sir?” The Petty Officer outside the office asked hesitantly.
 
“All’s well, get back to work.”  Yim’Bar concluded and pushed back in his chair, he needed to get off to the Hospital Grand Opening.  He noted to himself, Acting Chief was more than a theatrical role, it was tough duty...
