Yim'Bar had spent the afternoon moving his personal affects from the temporary quarters far from the Starfleet Operations building to a single officer billet much closer.  He shared a cooking facility with two other officers he had not yet met.  He wondered if there were even officers assigned to those other two billets, evidence stated to the contrary.  Maybe he would meet some other security officers or even an Andorian he could associate with.  It did not matter.  He had discovered on a pile near his quarters several abandoned emergency ration containers which he immediately acquired and squirreled away in his space.  The upkeep was slightly better here but functionally worse.  The signs of rodents were still obvious, there was a musty damp smell coming from under the sinks and bladder extraction units and the bed was still too short and narrow.  His stomach felt better than it had in days, he had scarfed down one container of ration beans and meat, it was delicious or he had truly been starving. 
 
Time to meet with the ranking Starfleet officer on the colony and leader, Captain Dharmajiva, a person he knew little to nothing about, perhaps it was better that way he thought.  He found his way back through the Operations building to Captain  Dharmajiva's office.  He approached the aide and announced his intentions.  "Lieutenant Commander Yim'Bar Cho'Lu, Security Officer, here to report into Captain Dharmajiva if he will see me."
 
"Ah..." the human looked at the Andorian Security officer in surprise, not knowing exactly what the officer was here for.  "Ahhh..."
 
The demi-cardassian exited his office to find the stammering aide and Andorian Security Officer locked in a battle of wits.  Shaking his head he distracted the concentration of the Andorian from that of the human aide.  "Commander Cho'Lu you said..." giving the slightest pause for answering before continuing and introducing himself. "... Captain Dharmajiva, welcome.  Walk with me, there is much to do..." with that Vin had set off, his gait suiting that of such height.
 
"Sir..." spoke a junior officer as the demi-cardassian started moving by, to which Vin responded by grabbing the PADD within its hands and quickly reading while still in movement forcing the junior officer to try and keep up.  "No, Yes, and No, No." handing back the PADD he continued on.  "So Commander Cho'Lu.  Been posted here long?  Yellow jacket, so what trade... Ops, Security or Engineering?" the Captain continued around a corner in sleek stride. 
 
"Sir..." came another interruption which was stopped by merely a look.  "Important?" was the questioning reply.  "It can wait..." the Caitian mewed, somewhat intimidated by the Cardassian's demeanor.  Looking back at the Andorian, Vin had taken that moment for a pause to allow Yim'Bar to answer.
 
"Sir, I have been on the planet for several days with general orders to report, sir." Yim'Bar stated matter of factly but concerned that he would, for the third time be brushed off by his superiors.  He needed to get to work within the organizational charts of the colony's Star Fleet contingent.  "May I walk with you sir in an effort to determine my role here on the planet, sir?  Certainly there is some place I am assigned, a Chief for me to report too, something sir." he continued desperate for an assignment or some real order to his existence.
 
"Okay, come along..." and at once they were off again, this time starting to head outside into the cool night air.  "It is some 50 metres between here and the connexes erected for a temporary security office.  Development should be underway soon..." the Captain started to mutter to himself something about supposing that he should make the announcement.  "In any event Mr. Cho'Lu, I believe that there are no personnel posted to this planet in Security above the rank of Lieutenant Commander, which inevitably makes you one of the highest ranked members of Security, is this correct?" questioned Vin.
 
Cho'Lu saw the connexes erected and saw some hope but very little.  He wondered what plans had been laid and what the eventual function would be but decided to remain connected.  "Sir, I am completely unaware of the number of officers assigned and of what rank they are, I will take your word for it without doubt, I assume that I am in fact one the highest ranking officers assigned here sir."  He thought for a moment as they walked to the facility and wondered how he could have been assigned with such little experience as the top or at least one of the top ranking officers in his department.  A new challenge was surfacing for him, perhaps this transfer had been a reward of sorts, surely  the fleet knew he would be amongst the highest ranking officers assigned.  "Sir I will strive to serve the Fleet as best I can as a model officer for subordinates to follow."
 
They entered the Security assigned facility.  Connexes maybe not, shipping containers, sweat boxes if they were affected by the heat of the sun, they seemed more to be.  It filled the Captain with disappointment.  Especially since there seemed to be no one around at this point in time.  "Work does not stop..." he started the comment before turning more appropriately to the Andorian sighing.  "Well, Mr. Cho'Lu, I do not believe that one can be a commander without having a command.  As I see it in this point in time, Starfleet Security is not the predominant policing or tactical wing in this colony, for obvious reasons the civilian forces are."
 
A little more disappointment became evident within the demi-cardassian.  "As you can see, I believe this tendency towards having the civilians predominately in charge may mean that some of your counterparts don't think that their role here is important.  So, as a Commander I am going to pass this onto you.  I want three teams, you will be in charge of team one and I will find appropriate personnel later for the other two teams.  Team One is a response group, assist the local police with security, tactics and friendly interaction with the civilians where necessary.  Starfleet is here to stay so therefore we must get amongst them, the other two teams are for investigation and defense.  Am I clear?"
 
There was no malice in his voice when he was asking about the clarity of his point that he was trying to get across, Vin did know within himself that sometimes what he said and what people interpreted from his words were two entirely different things.
 
"Aye sir." he stated crisply, his military bearing stemming from deep within some place usually held for security officers.  "As i understand you sir i need to be ready to assist and perhaps help train the local security and law enforcement authorities.  I will train our people for rapid response and insure that the personnel selected are in fact ready to work alongside the indigent personnel.  We will help them realize, in as much as we are able, that we are here for their benefit.  If it is possible for me, i will attempt to bring a higher more star fleet friendly relationship between the two agencies.  I will work close with Commander Blake and Captain Vilqa in this endeavor sir."
 
"Good then Commander, I will leave you then to your own devices..." pointing to the Andorian's collar he continued " ... use that third pip.  Wake people up if you have to, to get things organized."
 
"Aye sir." he said coming to a more brisk attention, if that were possible, "We will not let you down sir."  Seeing that the Captain was the busiest man on the planet he had seen to date he dismissed himself with renewed hope.  As he exited the connexes he shook his head in disgust and knew immediately he would need to recruit some security personnel for his team with engineering and operations skill sets in their file.  The task was easy to think, it would prove more difficult to bring to fruition.  It did not matter he had a true mission and an assignment.  That was sufficient, he was officially on the team and could work forward from this point.  He turned and looked at the captain, for the second time in his career he wondered about the red shirt, was that the right direction for him.  For now he would remain in yellow but would soon get with personnel to inquire about a command track maybe he needed to diversify his career, for now he would make a name for himself or die trying.
