Paperwork 1.3.0: testing phase

Hello,


Paperwork 1.3.0 (paperwork-gui / paperwork-backend) is entering testing
phase (and Git branch). From now on, no features will be added to this
version. Only bug fixes, translations and documentation changes are
allowed.

So now is the perfect time to give Paperwork 1.3.0 a try :-). It's also
the perfect time to update the documentation and the translations.

Paperwork 1.3.0 is in the branch 'testing'. It will be in testing phase
for about a month.

Windows version is still in preparation.


The main change for Paperwork 1.3.0 is the use of Libinsane instead of
Pyinsane for scanning. The application menu has also been removed and
replaced by a primary menu in the header bar of the main window (new
Gnome recommendation).

The Git branch 'develop' will become 1.4.0 and will be focused on
splitting Paperwork into many plugins.
